Why the safeguard and CBAM matter here
Indian hot-rolled steel enters the EU duty-free within India's safeguard tariff-rate quota, but tonnes above the quota pay the out-of-quota duty — raised to 50% from 1 July 2026, with a melt-and-pour origin rule. The bigger long-term issue for Indian steel is CBAM: because much of it is made via the coal-based blast-furnace route, its embedded carbon is high, so CBAM exposure can be higher than for lower-carbon supply.
