Why the safeguard matters here

As a large, nearby supplier, Türkiye's access to the EU is shaped less by the base tariff (largely 0%) than by the EU steel safeguard. Turkish hot-rolled coil enters duty-free within Türkiye's tariff-rate quota, but once that quota fills, further tonnes pay the out-of-quota duty — raised to 50% from 1 July 2026, alongside a new melt-and-pour origin rule. Steel is also a CBAM good, and specific Turkish products have at times faced EU anti-dumping duties. Watching the quota fill-rate is therefore as important as watching the price.
