PVC: moderate import-value growth with a positive trade balance

The June 2026 Extra-EU PVC import unit value was €1,017/t, 6.6% above June 2025. Unlike PE, PP and PET, recorded PVC exports exceeded imports by 22,020 t in the month.

What changed

The import customs average rose modestly year on year while the export unit value rose 27.3%. South Korea and Mexico together represented nearly half of recorded import value.

What did not

The positive aggregate trade balance does not prove availability for a particular suspension or emulsion grade. HS 3904 and shipment mix remain central limitations.

Grade-specific quote and specification, Korean preference eligibility, route costs, additives and FX. Treat the broad plastics PPI as context only.

Worked example — illustrative FOB quote to landed cost

  1. Assume an illustrative supplier FOB quote of €980/t, excluding international freight and insurance. This is not the customs unit value above or a current supplier offer.
  2. Eurostat import values are already CIF: do not add international freight and insurance again.
  3. Add sea freight and insurance to a north-European port, say €90/t → CIF €1,070/t.
  4. Apply the duty for the origin you are buying from — 6.5% MFN for origins with no EU trade agreement → €1,140/t. An FTA origin at 0% skips this step entirely, which is why the duty table by country matters as much as the price.
  5. Add local handling and inland haulage, say €20/t.

What the numbers mean

The "unit value" is the declared trade value divided by the net mass — a customs-derived average price, not a live market or contract quote. "Extra-EU" trade is trade with countries outside the EU. All figures come from Eurostat's COMEXT database and the European Central Bank, reused under their free-reuse terms with attribution, and update monthly with roughly a two-month lag. Is the PVC plastic price a quote for a specific material grade?

The PVC figure is an aggregate customs unit value under HS 3904, rather than a quote for a specified resin or finished article. Shipment and product mix can affect it. Suspension or emulsion grade, formulation, additives, origin and freight still require separate checks when comparing the figure with an actual purchase.

Does this page measure the Europe PVC pipes market?

This page tracks EU external PVC trade under HS 3904 and does not measure the European finished-pipe market. Its customs unit values and volume balance cannot establish pipe demand, domestic production or availability of a particular pipe specification. Use the stated resin scope as context and classify finished products separately.
