PET: higher import values and the largest polymer import deficit in this set

The June 2026 Extra-EU PET import unit value was €1,131/t, 17.2% above June 2025. Imports of 182,011 t exceeded exports by 151,530 t, the largest monthly polymer volume deficit among the PE, PP, PVC and PET pages.

What changed

The import customs average rose faster than the export average, which was 2.0% higher year on year. Türkiye accounted for 32.5% of recorded import value, followed by Viet Nam and Egypt.

What did not

The aggregate HS 3907 scope does not separate every PET application or quality requirement. The deficit is a trade-flow fact, not proof of shortage.

Worked example — illustrative FOB quote to landed cost

  1. Assume an illustrative supplier FOB quote of €1,150/t, excluding international freight and insurance. This is not the customs unit value above or a current supplier offer.
  2. Eurostat import values are already CIF: do not add international freight and insurance again.
  3. Add sea freight and insurance to a north-European port, say €90/t → CIF €1,240/t.
  4. Apply the duty for the origin you are buying from — 6.5% MFN for origins with no EU trade agreement → €1,321/t. An FTA origin at 0% skips this step entirely, which is why the duty table by country matters as much as the price.
  5. Add local handling and inland haulage, say €20/t.

What the numbers mean

The "unit value" is the declared trade value divided by the net mass — a customs-derived average price, not a live market or contract quote. "Extra-EU" trade is trade with countries outside the EU. All figures come from Eurostat's COMEXT database and the European Central Bank, reused under their free-reuse terms with attribution, and update monthly with roughly a two-month lag. What is the HS code for PET resin?

3907 is the heading used for the PET scope on this page, with PET subheadings 390761 and 390769. The distinction depends on viscosity number: 390761 covers at least 78 ml/g, while 390769 covers other PET. Confirm the product documentation and applicable legal wording; finished PET articles require separate classification.

Can the PET price be used as the cost of a particular grade?

The PET customs unit value cannot determine the cost of a particular grade or today's supplier quotation. The existing aggregate trade scope mixes applications, quality requirements and origins. Check intrinsic-viscosity specification, grade, freight and applicable trade measures, then compare the supplier's commercial terms separately from the monthly Eurostat trade average.
